When a complaint or accusation has been filed against you by the Department of Consumer Affairs of California or one of its various subsidiary boards the best possible outcome you can achieve is to be acquitted or be found innocent.

Under California Business and Professions Code §490, any entity authorized to issue a license or a certificate may publicly reprove a license or certificate holder. However, the entity may not issue a public reproval for any reason, and usually can only issue a public reproval for an act that could otherwise cause a license or certificate to be suspended or revoked.
Therefore, a public reproval will only be issued when the Department of Consumer Affairs or its various boards had the ability to either suspend or revoke a license (or certificate) but chose not to exercise such option.
In addition, the Department of Consumer Affairs or its various boards cannot simply unilaterally issue a public reproval. Rather, a formal hearing must be initiated. If you have been served with an “accusation”, this formal process has begun. The formal process requires a series of procedures. You have rights along these procedures.

After all, depending upon the facts, you could have had your license or certificate suspended or revoked. A public reproval saves you from such a fate.
